You can find cultural data here (coast outline, block boundaries, etc.): /ow/swprj/OW_PROJ_DATA/ZGF
I you're following TPG4130 Seismic Interpretation you can access it by clicking on Browse in the Map Overlays window and selecting UTM31.zgf.
